Key changes include:
- Identification and registration: Dogs and cats will need to be identified and registered. Deaths and changes of ownership will also have to be recorded, and unreadable microchips replaced. These obligations will be phased in: for operators from 2030, dog owners from 2036, and cat owners from 2041.
- Interoperable databases: Member States will be required to establish interoperable databases to improve traceability and facilitate the exchange of information across the EU.
- Online selling and advertising: New requirements will apply to online sales and advertisements, improving verification, transparency and traceability on digital platforms.
- Common welfare standards for breeding establishments: Harmonised EU requirements will cover areas such as housing, care, breeding practices and health management.
- Requirements for breeders: Breeding establishments will be subject to approval requirements, while breeders will face provisions concerning education and training, veterinary visits and professional oversight.
