EU Parliament officially adopts first-ever Regulation on Cat and Dog Welfare

On 28 April 2026, the European Parliament formally adopted the Regulation on the welfare of dogs and cats and their traceability, confirming the agreement reached in November 2025.

FVE, together with FECAVA, applauds this final step. For the first time, the EU will have harmonised rules to protect companion animals, ensuring that breeding, housing, and trade are regulated to the highest standards.

Key highlights of the adopted Regulation include:

Mandatory Identification: All cats and dogs must be microchipped and registered in interoperable databases before being sold or given away.
Stricter Breeding Rules: A ban on cruel breeding practices and stricter oversight of establishments.
Combatting Illegal Trade: Enhanced traceability to stop the “puppy mill” industry and protect consumers from sick or illegally imported pets.

This final adoption marks the end of a long journey toward reform. It is a major win for animal welfare and a crucial support for the veterinary profession and public health.

To ensure a smooth adjustment for all stakeholders, the new requirements will only enter into force after a transition period.

The Regulation will now proceed to final publication in the Official Journal and will enter into force shortly thereafter.
